I'm getting a consistent 63 degrees at idle on my chipset, while the CPU is sitting around 34.
Is this something to be concerned about? It seems rather high for idle.

Little warm, but nowhere near concerning or an issue. Really hard to give you advice when you fail to mention what GPU is sitting above it and its temps or your system specifications, with garbish information you want good advice ?

My magic eightball says it is fine as well. Also you might want to try search function this has been done before.

I didn't realize the GPU was sitting on top of it. It's a 3080 AORUS. I suppose that could be causing some of the issue, considering its size.
Would any other part effect the chipset temperature?
The GPU idles around 40c, CPU 34c, VRM 30c, AIO Liquid 29c

I run 2080ti waterforce, I use a vertical mounting bracket and mine reach mid 65 in summer but normally 50 or lower. As mentioned in the linked post, the temp is not anywhere near thermal throttling. You can accept it or if you want take this approach which should help give it better room to breath.
