Unhappy ROG Strix X570-I and Ryzen 5950x Performance

Hi all, hope you are having a great new year and safe from the virus. I have recently completed an ITX build with ROG Strix X570-I and Ryzen 5950x.
Everything seems fine except the CPU performance is a bit below my expectation from what I have read here[1] and here[2].

I am expecting all core load frequency between 3.85 - 4Ghz stock.
However attachment shows I am only getting around 3.7Ghz all the time.
All cores are the same around 3.7 boost up to 4.6-7Ghz.

CineBenchR20 score fluctuating around 9200-9500pts, which is similar to some 3950x. Expecting seeing score above 10K+ as I saw in many tests.

Similar issue is also highlighted by Optimum Tech in this video[3]. He also mentioned other mobos don't have this issue. Just wonder if anyone else is experiencing the same here? any fixes? I am pretty confident there is plenty of temperature and power buffer available.

I saw there was a beta version of new BIOS a few days ago, but it's gone now. Not sure if new BIOS will fix it. I am currently on BIOS Version 3001 on 2020/12/08 .
    Any suggestion will be appreciated.

Enabling PBO does make a difference, all core boosted up to around 4.45Ghz and pulling approx. 60W more.
But my understanding is it should run between 3.85-4Ghz at stock with out PBO and other tweaks.
