I think you don't even read the information in front of you. In that case, you'll never solve the problem, because the problem is not there.
As for a program to check the ME firmware version, did you bother with Google ? There are several such tools, and the ME FW version is even displayed in BIOS on the first page.

Hello All,
After the ME firmware update: 15.0.30.1692 I have a loss of performance.
Usually I use XMP mode for my memory but after the update of the ME FW the CPU clocks down under load.
I tried a downgrade to 15.0.21.1549 but that probably doesn't work. (Which I would actually prefer.)
Now I have tested a little and have seen that when I enter Auto in the AI Overclock Tuner it goes "normal" again
But why doesn't XMP1 / XMP2 or Manuel work anymore? I would prefer XMP, but then I have a loss of performance.
What is set with "auto"? can I enter these settings in Manual mode or XMP mode?
while cinebench is running:
XMP-Mode / Manual-Mode -> The temperature never goes above 70-75 degrees

Hey guys, lots of work done here...thanks for your effort...just to be reassured....what is the latest firmware for my ROG STRIX Z590-E GAMING WIFI? Is there any changelog somewhere? 15.0.22.1622 or 15.0.30.1692 ?

https://rog.asus.com/motherboards/ro.../helpdesk_bios says that it is 15.0.21.1549 .
Where are you getting that firmware? Station Drivers or a site like that ?

Also, in all honesty, some people who do not understand what the ME firmware does and how it works, should better stay away from updating it, or update to the official version on ASUS site. It would save the OP and all the other people a lot of headache and silly questions.
The ME firmware here is compiled by MoKiChU to help those who actually want the latest version and do not know how to use FIT and other Intel tools for ME, it's something the OP does because he's a very nice person, it is NOT the official ASUS update or anything, because ASUS and pretty much most other MB manufacturers are very slow to provide updates for ME firmware.

In general I noticed during time installing these kind of firmware updates 99% times I lost performance.
