Adding M2 PCI-e slots to ROG STRIX B550-F to allow 7 GPUs

I have an Asus ROG STRIX B550-F Gaming AM4 Socket USB 3.2 AMD Motherboard. I have a crypto mining rig setup on the board and currently have two M.2 PCI-e adaptors added. This makes it have 7 PCI-e in total.

I currently have 6 GPUs working on the board. 5 GPU's through the standard PCI-e slots on the board and 1 through one of the M.2 PCI-e adaptors. When I plug up the 7the board will not post. Any suggestions or BIOS settings that need to be adjusted to allow the 7th GPU to work?

Bios Version: 1004 (8/13/2020)
AMD Ryzen 5 3600
OS: Windows 10
Ram: DDR4 8 GB Single Channel
PSU: EVGA 1000W + 700W
M.2 adaptors I am using --> https://www.amazon.com/gp/product/B074Z5YKXJ/
(I tested these and they both seem to work independently so I do not believe it is a faulty adapter.)

GPU's:
4x PNY Gtx 1660 Supers
1x Zotac RTX 3070 Amp Holo
2x Zotac GTX 1660 (1 working and 1 not working in second M.2 adapter slot)
