tuf z390-plus gaming | can't enter bios as user when admin and user passwords are set

Hello,

it is impossible for me to go into the bios as a user when both passwords are set. Is it normal or is it an issue?
I can enter bios with the admin password but not with the user password, with user password it goes directly in windows,

Can someone explain it to me?
