    Question M13H w/ 10900KF: SpeedShift prevent Turbo frequencies after idle in Balanced mode

    If Speedshift is enabled there is some weird and inconsistent frequency switching behavior.

    The first run of Cinebench will at full speed (5.2Ghz) and will keep running at full speed until I stop the test and let the CPU run at idle. When restarting the test the CPU will only run at 4.8GHz and all the following test will be at 4.8GHz. Opening the Settings -> Power options -> Balanced -> Change plan settings -> Restore default settings for this plan Will restart the cycle (first run at full speed then the runs following a pause at 4.8Ghz)

    If I disable Speedshift everything seems to work as expected, hitting the max turbo after idle no issue

    There is a different behavior in Linkpack:
    Speedshift ON: Here under Linkpack Extreme (AVX part hits Turbo of 5.2GHz, while non-AVX part only hit 4.8GHz)

    Bios 0704 (tested all Bios version, it is the same)
    Also idle power consumption is around 9-15W with Speedshift OFF and 30-40W with Speedshift ON
