    Guaranteed your data reference is done in perfect conditions, simulate that, then post what the actual heat difference is between 2080 vs 2080ti.

    Running in non-optimal conditions, considering only temp and not the humidity, total clear formula for success, how could I doubt.

    Bruh, I do appreciate your interest in the topic, but there are people with the same card, and only one card, and they report that when running at idle with a 4k 60Hz monitor plus a second monitor the power draw is only 32 watts. My main card is at 40 watts power draw at idle and the second card is at 20 watts power draw with only a single 4k monitor and nothing else. The power draw is waaaay too high at idle, as are the temperatures. The same guy reports that with only the single 4k 60Hz monitor his power draw is only 26 watts.

    I mean, argue all you like but it is ironic that you who say I don't know how things work, are painfully wrong.

    I also have no idea what you mean by conditions. What bearing do temperature and humidity have on GPU power draw? None, nada, zippo! If you think higher fan speeds to deal with higher ambient temperatures cause more GPU power draw you are painfully mistaken. In fact, I have even heard people speculate that moderately higher ambient temperatures can lead to some minor throttling, not the opposite. It is really hot where I am currently.

    As for bug finding, it has been suggested I try installing older GPU drivers. I have no idea how to do that, so may try to contact Nvidia directly if I can't find any other solution or simply wait for the next driver and/or Bios. In all honestly, my system with the 2080s ran very poorly along with others with one Bios that nearly cooked the CPUs of myself and others. Hence, I would not be surprised if the Bios is somehow at fault here. My 3950x and those of others had bizarre behavior in the past with temperatures and clocks speeds that literally cycled up and down non-stop, and the problem was widespread and widely discussed. It wouldn't surprise me if others with the same thinking as you that there is no problem here have systems with 2080 ti cards that are also under the influence of some kind of bug, but just don't know it.
