Unhappy Patriot RAM at 4000MHz running horribly on ASUS ROG STRIX Z590-E

Motherboard: ASUS ROG STRIX Z590-E - Latest BIOS
    CPU: Intel i9-11900k
    RAM: Patriot Viper Steel DDR4 16GB (2 x 8GB)
    DIMM slots used: A2/B2

No idea what's going on here; I've tried running XMP I, XMP II, 4000MHz, and even the lower 3688MHz (or whatever the second setting is). My RAM is performing absolutely horribly:

Novabench scores at 223 and says I'm running at 13094 MB/s.

Any idea what's going on here?
