Z87-DELUXE/QUAD: VGA_LED always RED/ON

I'm using a dated build but recently snagged a AORUS GeForce® GTX 1080 Ti Xtreme Edition 11G GV-N108TAORUS X-11GD. I'm running this board with an Intel® Core™ i7-4770K and a kit of Corsair Vengeance® 16GB DDR3 1600MHz (CMZ16GX3M2A1600C10).

Ever since I got the 1080, I notice the VGA_LED stays RED:

Please DO NOT mind the dust cake layer. I'll clean it but this issue is present even after a thorough clean up I did 6 months ago.

Is everything working ok other than the vga light being on?

Have you updated to the latest bios for your motherboard?

Are you using two separate pci-e cables?

Try with different monitor cables, DVI, HDMI, Display Port.

A: Yes. All works except there is a situation (very rare) where machine hangs and faults out to BSoD

A: Many years ago. The latest official BIOS was flashed.

A: Yes. The PSU has two rails and I'm using plug #1 of each rail

Q: Try with different monitor cables, DVI, HDMI, Display Port.
A: I have 2 x DP + 1 DVI monitors hooked up

Bonus: Sometimes, while playing graphics heavy games with certain scenes or heavy actions, I do see a white light flash off the area of the GFX near the power connectors. This is what prompted me to use two PCIe rails instead of a single and I think I haven't seen that POWER_LED go off since.

Ok so,

Looking at the specs of your psu, it says it has three 6-pin pcie cables and one 6+2-pin pcie cables, which = one 8-pin pcie power cable.

I'll post it to be sure.

The Aorus 1080 ti extreme has two 8-pin pcie power connecters.
