Fan duty cycle on Asus Turbo RTX3080Ti - min 30% and is too loud.

I wanted to upgrade my portable gaming rig from an Asus Turbo RTX2080Ti to an Asus Turbo RTX3080Ti.
System runs fine, very responsive, FPS overload for the 144Hz 4K screen.

Only ... the sound when idle ... it's loud.

I have had Asus Turbo models ever since the GTX1080, and they all ran extremely fine. All of these blower style model cards of Asus have had a minimum duty cycle for the only fan at 20%. All "gpu tweak utilities" can't set it lower than that 20%. And that was fine, all models since the GTX1080 up until the RTX2080Ti had a "hearable" idle fan duty cycle of 20%. Not sure what RPM this corresponds too, I can have a look when I swap the RTX2080Ti.

But now this new Asus Turbo RTX3080Ti has a minimum fan duty cycle of 30%. And not only that, when the driver (or Windows or whatever) isn't loaded (e.g. in the BIOS) the fan spins much much lower, and is comparable to the idle fan duty cycle of all the previous models.

I took a video with sound with my iPhone. Sound is pretty close by due to the iPhone microphones, so you might not want to listen to video's with your volume high.

GPU Tweak 3 and MSI Afterburner can't set the fan lower than 30%.

Does anyone here have any idea:
- I'm a bit reluctant to flash the VBIOS, if it fails it won't work anymore
- Should I try to RMA the card?
- Apart from flashing the VBIOS I don't think it's possible to set the fan lower as 30%?
