Z690-E Will Not Restart

ASUS ROG Strix Z690-E Gaming WiFi Motherboard.

When system is restarted or booted without power cycling the PSU the system will not post. If I power cycle the PSU for 10 seconds it will post just fine and Windows will boot without issue.

When it hangs the system will not display an image, cannot get into BIOS. Have to power off the PSU for 10 seconds and fresh boot the system.

Motherboard displays 16 in the digital display when this occurs.

Benchmarks and memtest reveal no issues.
Have tried with and without XMP enabled.
Memory is 2x 32gb Corsair Vengeance DDR5 5200MHz
Sticks are firmly installed to DIMM slots A2 and B2
Have tired removing and reseating RAM.
BIOS Version 1601 installed

If this is a newly build system? You may insert the ram in the wrong slot.

Sticks are firmly installed to DIMM slots A2 and B2 as directed by the motherboard manual. Going from left to right, they are installed in the 2nd and 4th DIMM sockets.

Updating to BIOS v1720 did not resolve the issue of not being able to restart this computer.

Windows did not force the bios update. Used EZFlash in the BIOS to update. Had to re-do all my settings afterward.

Still if computer is turned on from cold boot after cycling the PSU the computer will boot fine, but the computer will not post if restarted or if it goes into Sleep.

Mobo displays code 16 when this happens. (or maybe its Ib, I6, or 1b)

This is a really stupid problem for a new Motherboard to have.

What manner of hardware problem? How to diagnose? Can you or anyone else elaborate?

Move your m2 SSD out of the M.2_1 slot. This slot conflicts with the main PCIE G5 motherboard slot and causes the GPU to not be detected on reboots.

The M.2_1 slot also takes 8 lanes away from the G5 slot which will slow down your GPU. You don't want to use that m2 slot anyways.
