Bios upgraded to version 2004. Can't change manual overclock ratio settings now.
When I had my 12700kf, rog strix z690 gaming f pc buit about 5 months ago, it came with bios 1403 from memory. This version allowed me to manually overclock the pc, but due to being inexperienced, I tinkered a little bit, then got scared and undid as many of the changes as possible. Moving forwards, I eventually upgraded my bios's to the latest build of 2004.
since then, I've tried to manually overclock the cpu, but even when manual option is chosen and "remove all limits" are applied, when I try to change the power core or efficient core ratios, it is stuck on auto, effectively rendering a manual overclock impossible.
I've removed Armoury Crate if that makes any difference, thought it might be worth mentioning.

Because I can't roll back this version of bios, would I be correct in assuming that the motherboard will need to be rma'd if I'm not able to manually overclock it?

Hi joytotheworld,
I have the ROG Strix Z690-F Gamining Wifi motherboard updated to bios version 2004 and I'm able to manually overclock. Even though I can't roll back, I find this bios very good and stable.
You could try reflashing the bios.
Click the pics to make them bigger.
Maybe try reflashing bios version 2004.

Cheers for the reply... What I might do, is write down all of my ram settings, boot settings etc as my pc builder tweaked my ddr5 ram (I know that it might need to be detuned a tad once overclocked for system stability), and after trying a reflash of bios 2004, if that doesn't work, I might reset all settings to default and try again.
If that fails, I will get the builder to overclock the pc, which is what I should've done in the first place. he'll stability test it as part of the process. for now, I'll tinker a bit more to try and figure out why my manual overclock core ratio settings are stuck on auto for some reason, but if I can't sort it I'll just get him to do it soon. In your second screenshot, All Core Ratio Limit is set to auto, are you able to type in a value?
