clocks sticking at 800 mhz

Hello.
my specs are in my sig
my problem is sometimes on reboot or coming out of sleep, the computer is slow and stuck at 800 mhz's (frustrating).
it seems that my multiplier for CPU goes to 120 for no reason instead of stock 54.
The way I know this is to open INTEL XTU and look at default profile to what's loaded. Then I can apply back to stock settings.
But I don't want to use XTU, I do everything in BIOS for stability and no software to run.
I do run MCE and TVB and under volt my CPU by-.050 which is stable.
I under volt my GPU by 1% and run at 90 percent power.
I had this problem also before I undervolted any thing.
I am at a loss because when it happens I can't get to BIOS to even see what's whacking out on me.
any suggestions I do see other people with the same problem when I google for "stuck at 800 mhz's"

How does rebooting and waking up from sleep go with default settings?

Enter the bios and hit the F5 key, then hit F10 and Enter to save and exit.

Is your cpu still stuck at 800MHz on the reboot?

Its hit or miss will boot fine. then coming out of sleep (sometimes) it does that. or sometimes on reboot.

bios is changing the multiplier on its own to 120 is what i'm trying to say

If it's happening at default settings, try reflashing the bios.

If it still happens after the bios flash, post a screenshot of Hwinfo.

never mind. been there already you don't get the question why does it go from my settings to 800 mhz randomly on reboots or wake up. What is hw gonna tell you it doesnt even see my -.050 offset on v core use less. not a newbie sorry
