Second fan is likely the CPU fan. It should be running in any event, though it is thermally controlled. If your CPU is not running that hard, it will be hard to hear that fan running. Use some utility to determine if the second fan is indeed running. Because the two fans use the same grille, it may be hard to determine that they are both running.
I am disturbed because I cannot break my system...found out there were others trying to cope! We have a support group on here, if your system will not break, please join!

HWINFO64 will show both fan sensors and the current speeds ... as noted the 2 fans operate independently ( one for CPU other for GPU ).

You have CPU on the left and GPU on the right. If there is little load on CPU, the fan will do 2.000-2.600 rpm so you might think it's not working compared to +4.000 rpm under load.

I see my left fan is running with approximately 2000rpm on HWINFO64 .Thats cool that its very quiet with that speed

It is because the fan is so large. A larger fan turns slower to move the same amount of air, and air speed has a lot to do with the noise output. Great work, ASUS! 🙂
