I'd start with some spot cooling. It doesn't even have to be permanently mounted so you could hang a fan with wire and see if it helps much. If you don't see much change then you're probably not getting good thermal conductance and a repaste is in order. If the temps drop substantially then you may just need to add more airflow to the case itself or change the arrangement of the fans to remove a dead spot.
