Very strange GPU problem - Maximus V Formula

I am having the weirdest problem with my motherboard. I just got a Diamond 7970 (my second since I thought it was defective due to this issue). I plug it into Slot 1 and nothing happens. When I plug a spare nVidia 8600GS into the slot, it detects as an x4 card. This led me to believe that my first card was dead. However, when I plug the Diamond into Slot 2, it detects as an x8 card and displays the BIOS properly. I have no idea why this is happening. Any suggestions?

clear cmos or reflash bios, try again, disable igpu in bios

Cleared bios and disabled igpu. Still nothing from this card on slot 1.

make sure is set to auto in bios not gen 2 or 3

makes no sense if 1 card reads their and another doesnt but reads in another slot

When you were using the Diamond 7970 in the first slot, do any error codes come up on the DEBUG LED? Beside the 24 pin power connector are 4 QLEDs. Do any of them stay lit?

Boot_Device_LED and Debug A2 are on. If I press F1, then up and enter (enter bios and exit without saving), the lights go off and Debug reads A0. Still no display. No error codes at all in Slot2.
