Intel Turbo Boost Technology - Is it enabled by default?

So, the question is, is it Intel Turbo Boost Technology enabled by default in every laptop? I have Asus G75VW T1031V laptop and BIOS updated to v223, I'm not sure where it's located in my BIOS or do I need Turbo Boost gadget for this if I want to use Turbo Boost?
Processor: Intel Core i7 3610QM @ 2.30GHz

Graphics: Nvidia GeForce GTX 670M 3GB DDR5

Primary hard disk: OCZ Agility 3 60GB 2,5" SSD

Secondary hard disk: 7200RPM 750GB HDD

Ram:
16GB 1600MHZ DDR3

You just need the gadget to watch Turbo Boost which is incorporated into the processor itself. You might also have to enable Turbo Boost in the BIOS.

I downloaded HWInfo and it showed that my processor went all the way to 3.2GHz, so I think Intel Turbo Boost Technology workscorrectly.
