there is no any setting for disabling the power target but you can flash modded bios to avoid frequence drop due to power limit, I have flashed modded bios after experienced frequence dropping, now Im waiting for EK full cover vga block to extreme overclocking and my card is staying on table without any cooler and waiting for vga block.
On stock bios and air cooling I have reached 1300Mhz with hotwire but its not able to stable due to overheating and power limit.
