    So here's an update: The problem was the Corsair Hydro H100i. When I watched the temps rise a degree every 10 seconds from 42 to 83 in the UEFI bios temp monitor page, I turned the machine off assuming that the cooling had to be faulty.

    Boy was i right! Today a new XSPC Copper Raystorm AX240 Extreme came in. Loaded up the xmp settings, changed the cores to 48, and windows boots right up without a sign of trouble. The temps idle at 27 and max at 65 full load.

    Fixed! It's a guaranteed crash recipe.

    To further elaborate, lower tRAS is always better for performance. But row getting deactivated before operations are done will crash for sure. Actually the minimum tRAS value for long term stability should be tCL+tRCD+tRP. +1 or +2 is usually better.

    I've heard that low tRAS may cause the pre-opened row to get closed before any read/write operation proceed. (I guessed it is that case when low tRAS isn't good for performance.)
    Also I've said "may cause" because I've heard that Samsung ICs can handle very low tRAS.

    About the subject:
    4390k (like any Ivy-E CPU) is pretty hard to stabilize at 4.8. It may require unreasonable high vcore, come CPUs can't run that freq without cold temps at all.

    Samsung ICs may handle a few points below tCL+tRCD+tRP (3-5) but any value below tCL+tRCD will be a crashfest regardless of ICs
