3930k - 4.6Ghz - 1.38v Is it too high of a voltage?

Hi guys, I've been having this CPU for over 1.5 years and i'm wondering if its normal that I get BSOD 101 with 1.365v

My Ram is at 2133mhz 9--11-10-27-2T (Corsair Dominator GT 2133 1.5v)

(I have 4 x R9 290x)

All the Digi+ section is set to run these frequencies

4.6ghz
Multi 46
strap 100mhz

Vcore : offset -0.010v gives around 1.365v
Vccsa : 1.22v
VTT: 1.22v
Dram: 1.52v
PLL : 1.7v

(everything else is set according to Raja Guide)

Do I have a bad chip or I'm about the average, I need at least 4.8 Ghz for my benching session but 5ghz would be gold but I doubt it under 1.55v

Everything is well cooled...

we have almost the same hardware and setups....
same cpu , same ram same banks ... I do not know if also the same bios .
My setup are:
multi x45...( I do not know why it is not very stable to x46!?)
bclock 103.3 that gives me a cpu- clk @ 4650, and Ram- clk to 2202
with Vcore offset +0,060 to 1,386-1.402 v
Vtt and VCCSA to 1,150 v and PLL to 1.80 v
Ram timings 9-10-11-27- 1T , ram volt v 1.55
Digi-setup are:
LLC medium -130 % , etc. 120% - optimized , your i do not know them .
My cooling is totally air , ... so I can not and I will not go further with the clk and vcore .
So that it seems to me you're a good Setup and good results and any cpu degraded... mybee your vtt-vccsa
is better like me a little bit low, just tu avoid degradation in the future.
