PC CASE: Corsair Carbide 500R
Operating system: Microsoft Activated yes/no? not been able to instal my windows yet

Any third Party temp/voltage software installed:

Issue
So these are al brand new parts, from yesterday 26nov
installed every piece of hardware like it should be,
now i tried to boot but it kept repeating : updating iROG-1, so after looking op similar issues
flashed the bios to the latest : didn't solve it tried kingston memory : Didn't solve it tried different GPU: didn't solve it tried different PSU: didn't solve it
at this point i have no clue what to do,
additional info :
Motherboard LEDs : Debug : 00 CPU_LED : RED continu also i noticed that the little fan on the motherboard isn't spinning
well i have downloaded it and used USB flash, led's start blinking ... and after a lll that still nothing goes like this :
Start Button pressed makes an attempt to start shutsdown startsup waits for about 3-5min show the bootlogo (cannot press del or f2 no reaction either from USB board or PS2) then i just shut it down cause it was like that for a whole night
also tried 1000w HX from corsair (thought it was due to not enough power) didn't solve anything
