Ok so, to answer me own question, what the fps slider does is that it acts as a frame rate limiter so if you set it to say 60, it will not render more than 60 fps. If your monitor has a refresh rate of 60 Hz this will stop the gpu from being overworked.

Shame that gpu tweak doesn't have better documentation as is the case with other Asus apps.
