Rampage IV Extreme in reboot loop - new build

Rampage IV Extreme (Serial ending 4403)
i7 4820k
32gb corsair vengeance ram
GTX 780 DirectCU II
H100i cooler
CX750M
600T corsair case
Seagate 3T + 2T barracuda
Samsung 240gb SSD

Hi I'm putting this lot together and the system won't boot, it starts, fans spin, lights on the H100i flicker then it goes into a reboot loop. The CPU_LED light is red and there's nothing on the debug display ie it doesn't light.

Things I've tried:
Building outside the case
Replaced the PSU
Replaced the CPU
PSU with 24 pin + 8 pin + 4 pin
PSU with 24 pin + 4 pin + 4 pin
Cleared the CMOS

I'm our of ideas so any help would be fantastic

Pull everything from your motherboard - even CPU. Remove the CMOS battery. Place board on non-conductive surface, I use the box the board came in.

Now clear CMOS and leave as is for 12 hours.

One stick or ram, keyboard mouse and vga nothing else.

Boot to BIOS.

Still the same issue, this was without the graphics card, keyboard and mouse. There's no vga on the board but thought it best to leave the graphics card out of the equation.

I reckon I'm going to have to send it back

Try with the keyboard and mouse as well as the VGA.

Try BIOS B please.

Tried with keyboard, mouse and vga in still the same.

Tried above and BIOS B and still the same.

I should have mentioned that the boot device led blinks before the CPU_LED but it barely seems to have time to light before it goes off.

Seems like you've done everything except flash the BIOS. I would try that.. dowload the latest, 4702 and flash that BIOS flashback method...on number two BIOS for example. 24pin atx and 8 pin plugged-in
