It did that on one of the other version too. I think I just refreshed the browser and it stops flickering

Yes, still happening today. When I arrive at the page it is flickering/jumping. Refresh etc does not work. Only thing that works is pressing the X to stop the page loading...then it will stop flickering and I can submit then no problem. This on latest Chrome... if it makes a difference... Have you checked your plugins and ant software ? They might be checking some code and blocking it.
