We found out that the answer to that question is an absolute "Yes!" We managed to overclocked the ASUS ROG POSEIDON GTX 780 to 1.306GHz/6.4GHz under liquid cooling. At this high clock speed the performance bested that of the GeForce GTX 780 Ti at default speeds. In fact, the ASUS ROG POSEIDON GTX 780 allowed a better gameplay experience in BF4, Crysis 3 and Far Cry 3. This shows that clock speed greatly affects the GTX 780 GPU.

The ASUS ROG POSEIDON GTX 780 also bested the R9 290X at its overclocked frequency under liquid cooling. We experienced the same better gameplay performance under those three games, even with the 290X running Mantle in BF4 at 4X AA at 2560x1600.
