"Bracket" at the right side of PCI-E slot(s)

Hello guys,
I have a Maximus VI Hero and I want to give you a question.

I'm going to install a graphic card on my motherboard.
The VGA is an ASUS GeForce GTX 780 Ti, if it can help you about this.

Anyway, at the right side of every PCI-E slot there is a "bracket" that can be lowered down. The bracket is white near the red slots and black near the only black slot.

The question is:

should I lower that bracket before installing the graphic card (and let the VGA raise it after correct installation)?
Or should I remain the bracket in up position and insert the graphic card without lowering it?

The motherboard manual don't tell to lower the bracket. In the image, it seems to be in up position. So, if I followed the manual I think I wouldn't lower it.
But, a lot of people say that the bracket must be lowered before inserting the card.

So, what should I do? Must the bracket be lowered?

So, after correct installation of the graphic card I must hear a "clack" and the bracket have to be in up position, right?
