So there is the ROG LED on the systemboard when should it be on?

Which Maximus do you have?
Not all of them have the logo light.

Maximus IV Extreme

I have seen it light up but it does not stay on...After playing around with my video card and moving it around i did see it light up a few times but then shuts off...

If it is designed like the other boards, it is supposed to glow intermittently. Usually you can change that in the BIOS/(U)EFI.

Could just be a loose connection.
they are on when board booted.
slow on, off when asleep or off.

so I have it enabled but the rog led is still not working. Like I said when I had my system open I was playing with my video card and was pushing it up a little and the led would come on but when I let go it would shut off...
