One is for CPU and the other for GPU. Play a game or stress the GPU and the fan will start.

Yes. The fans are only activated if required that is the beauty of this PC and why it is so quiet.

You say it is your right fan that is running? I also have the G750JH and in my case it is the left fan which kicks in the most (CPU) and only starts the right fan (GPU) when I'm gaming.
ROG 750 JH - 256 SSD - 750 HDD - GTX 780M

When we talk about right/left fan, the point of view reference is looking from the user keyboard side. From that reference the left side is the CPU fan, and the right side is the GPU fan.

The right side fan will make noise when the GPU usage is increased to a level where heat starts collecting in the GPU cooling system, but it takes a lot to get it going, which is nice - quiet is good 🙂

Try using Furmark, it is a short focused GPU benchmark, that will get the right fan running. Also Cinebench and Heaven are good too.
