Isn't ATK for the trackpad? Should have nothing to do with Fn keys I thought.

Nope, ATK is for the KB.
Read the User's Manual for more info.

Hmm so whats the purpose of the ATK and whats the purpose of the KB filter?

Also I get a notice that my trackpad driver is not suitable to use, please upgrade. But 9.1.3.5 is the latest on ASUS's website and the ones listed here as 'recommended'. So where might I find a newer one ?

The ATK package is the Asus software that drives the function keys and hotkeys (on some models), and associates them with other programs.

A keyboard filter is just a basic driver that captures keystrokes and routes them for processing. The generic Microsoft keyboard filter is installed with Windows, and works just fine....there's no need for the Asus KB filter.

Are you sure that you have a Sentelic touchpad? You might have a Synaptics.

Yeah, however my desktop can ping my ISP at 15ms on the same network and I've tried directly connecting to my modem and I get 15ms with my notebook.

I can't tell whether its my router or not, I've already gone through multiple routers. Some give me the ping I'm looking (15ms when I ping my ISP's Server or 175ms-220ms when I ping Yahoo.com) but others give me crazily high ping. I actually just updated my WLAN since mine is Atheros but that didn't solve anything other than strengthen my signal with my router.
Take a look at http://www.dslreports.com/faq/160. Like JR says - you want to contact your ISP for high latency (high ping times) problems. Your problem is unrelated to your notebook's hardware and software.

Okay, I'll try again. Last time I did, they kept insisting it was connected to my notebook and they wouldn't want to do anything. Though I don't know how to explain to them that only my notebook receives high ping on my router on my network but on other networks or routers or my same router on a different network, its totally fine.

Unfortunately, like the article states, you may have to "vote with your feet". :>{(>
