[NEED HELP] Asus Maximus VII Ranger - Download speed to slow

Hello guys,

this is my first post here, so please forgive me if I did something wrong.

Yesterday I got my new computer parts, including a Asus Maximum VII Ranger. I built the system together and installed Windows 8.1 and it is pretty good so far, but the download speed seems somehow "capped" to 10Mbit.
I downloaded games via Steam and performed speedtests (on various pages). But still the Taskmanager shows <=10Mbit (mostly about 9,7). I checked on my laptop which has the full 32Mbit on every speedtest, so the connection is not the problem.

While installing the computer, I also installed the AI Suite 3 and GameFirst, which I deinstalled in research of the problem. But so far, nothing worked.
I updated the Intel network adapter to the newest driver found on intels webpage.
I also updated the BIOS using EZ-Update from version 0707 to 1104.
Nothing solved the problem.

I found other threads in this forum which describe a solution with updating the BIOS, but that did not work for me.

Can you help me with my problem?

while writing this post, the internet speed went up to 32mbit, and I have absolutely no idea why. I fiddled about 3 hours now without success. I should write posts more often.

You should check if Windows Update download anything in background.
When i install Windows i always do full Windows Updates.
If you are running Game First check if Steam is on low priority.
