Rampage 4 Black edition 4930K 4.5 Ghz Newbie needs some help.

As the post says Newbie at OC. Read the forums here and guides was a big help. 4.5 Ghz 24/7 in manual mode.

Mother Board Asus Rampage 4 Black Edition
    CPU I 7 4930K 4.5 GHz V Core 1.270v
    Heat Sink Noctua NH-D14
    Memory G-Skill Z series 2133 MHz 16 Gigs
Case: Case Labs Magnum8 Double Wide Filters None.
10 Intake fans and 1 exhaust fan.
4.5 GHz 1.270v highest core temp for 2 hours 84c for three seconds then core temp dropped below 80c.
Ambient Air Temps 22c thru 24c tested at 24c

Ran the same test with Core Temp Highest core temp 81c for 5 seconds not to concerned about the temps it is my understanding
85c is safe 90c is to hot for 24/7 OC.

Trying to remember how to figure off set Mode. Is it V-Core minus VID or VID minus V-Core?
With C states disabled does that effect the Performance on a SSD?

Started the OC by lowering the Memory to 1600 MHz and got the CPU stable at 4.5 Ghz at 1.27 V core. Then bumped the Memory
    to 2133 MHz.

Running Manual Mode want to change to Off Set Mode. Not planning on OC the memory. manual settings in BIOS.
    BIOS.

will turning off C States effect the performance of SSD?

Made changes to the following. Will adjusting these settings help to lower the V Core Voltage?

CPU Performance settings been making some changes trying to lower the V Core Voltage.

    CPU VTT 1.10v
