Turboing up to the suggested 3.4 GHz

I am just wondering how this can be done since my turbo boost right now is showing a very small amount. Is there anyway to increase the turbo boost?

The processor gets direction from programs on when it should step up the ratios

Typically setting windows power plan to high performance will kick it some more but will also kill the battery faster
