it's going to be tough to find a decent monitor for $250.00 u.s. dollars. When choosing a monitor size and screen resolution are important.
Did you want 1080p or 1440p or 1600p or 4k? There are a lot of choices when choosing a monitor. The higher the resolution the better the picture quality and the more expensive. Also the higher the resolution the more graphics horsepower you need to keep frame rates up. So if you want to max out your game settings higher than 1080p you will want to add another gtx 970. if you just go with a 1080p monitor a single gtx 970 will be enough and we might be able to find a 1080p monitor for $250.00. Think about it for a bit and decide what kind of monitor you want and let me know.

Here is the strix headset. I'm not knocking asus or this headset but you can find decent ones for half the price. I have not used these so I really can't comment on the sound quality but I'm sure they're good being that it's an ROG headset. If you want them and can afford them, then yes I will recommend them.
