VGA fan spins at boot up and stops

Mobo: Asus Maximus V Extreme BIOS 18.02
VGA: 2x MSI N680GTX Twin Frozr 2GD5/OC GeForce GTX 680 2GB (SLi disabled)
PSU: Corsair Professional Series Gold High Performance 1200W (100.4 amp 12v rail)

The first VGA card is in slot PCIE_X16/X8_1. The second VGA card is in slot PCIE_X18_2B.

One of the fans on the second VGA card spins momentarily upon boot up then stops.

I removed and inspected the card, in fact, both of them. The fans and the heatsinks are clean. I clean the inside of then case with a blower every two weeks. The fans spin freely, so I don't think the bearings/bushings are stuck. I re-seated the power cables and the 4-pin fan wires. So I don't think the problem is power is not reaching the fans. Also, only one of the fans stop spinning.

    I did the following:
    1. Only Card 1 in slot PCIE_X16/X8_1: Both fans running.
    2. Only Card 2 in slot PCIE_X16/X8_1: Both fans running.
    3. Only Card 1 in slot PCIE_X8_2B: Fan 2 runs momentarily after boot then stops.
    4. Only Card 2 in slot PCIE_X8_2B: Fan 1 runs momentarily after boot then stops.

Also tried moving Card 2 to slot PCIE_X16_2A with Card 1 in slot PCIE_X16/X8_1: Card 2 Fan 1 runs momentarily after boot then stops. I don't know about the fans in Card 1 because the cards are too close to see if fans are running.

I do not think it is a VGA card fan problem because both VGA cards behave similarly when inserted in slot PCIE_X8_2B. Both fans in both cards run when inserted in slot PCIE_X16/X8_1.

I tend to think it is a motherboard problem.

Has anyone experienced such a problem?

    Any help is welcome.
