Can't install any versions of linux or use live usb (i.e. boot-repair or gparted)

This is my first post on the website and I'm fairly new to building computers but I have the following desktop with these specs:

Rampage IV Black Edition Motherboard
GeForce GTX960 Graphics Card
32 GB RAM
Intel Xeon E5-2690 Sandy Bridge-EP 2.9GHz (3.8GHz Turbo Boost) 20MB L3 Cache LGA 2011 135W BX80621E52690 Server Processor

When I first built the computer, I installed Windows 7 and then I installed Ubuntu.. everything was working fine but when I installed UbUbuntu, it erased my windows partition. When I went to go back and install windows, it wouldn't let me boot into ubuntu. I cleared my hard drive and updated my bios and then reinstalled windows 7 but now I can't install any distro of linux and I can't even use things like boot-repair or gparted. I can't tell if this is a graphics card issue? Any help would be appreciated!! I've been stuck unable to use linux or even boot it off a usb for a few weeks now!!

also I've tried kernel commands such as nomodeset noapic acpi=off nolapic .. it always gets hung up at some point
