In Windows Power Options you can set the minimum/maximum processor state. You can try to set the minimum processor state to 0%.

First open up "Power Options" and then go to "Edit Plan Settings". Now click "Change advanced power settings" and set the minimum processor state to 0% instead of 100% as seen in this picture:

The only issue I see is that the turbo mode isn't scaling down to lower speeds and it stays at 1.2 volts all the time

Without changing anything in the bios was idling about 35c.I changed the c1 state and it seems to be idling around 30c.

Have you disabled Enhanced Intel SpeedStep mode in bios?

If that's on I'd check taskmanager to see if there is something running in the background stopping speedstep to work.

So you went into UEFI (bios) and loaded default settings and saved them?

That voltage is way too high for stock clock. What is your BIOS version? and have you tried to upgrade or downgrade BIOS?

Yeah those suck!

I disagree. If mounted correctly, the CM Hyper Evo is a great CPU cooler for the price.
