I found 3 GPUs that seem to be cheaper than my currently chosen one for my build, and i want to confirm if they truly are.

The 3rd is the same as the 1st but with 4GB instead of 2

It looks like you're willing to spend up to ~USD$240. And, I suspect from your choices, you prefer faster factory overclocks.

I would go with an R9-280X, it will certainly outperform an R9-280 (it has more processing power and is a little faster in every way, with or without overclocking). It will generally outperform a GTX 960 (although some games are better optimized for the things - mostly PhysX - that NVidia GPUs do a little better, so you might want to check online benchmark results for these cards on the particular games you play).
Another good choice is an R9-285. Newer technologies, a little less of this and more of that, but it benches almost exactly equivalent to an R9-280X in terms of actual performance/fps.

The R9 280 is never worth buying.

The R9 285 is better, the 280x is better.

Don't buy the R9 280, whatever you do.
