PWM Fans Running At Max On MVE

Tech support didn't help. They just forwarded me to a survey in which I posted low marks on the call. These fans are 4-pin PWM and no matter which mode I put them in, they always run full. They're not connected to any splitter or adapter. I've cleared the CMOS, cleared it with the battery removed, and removed the battery with the power unplugged. I've used manual mode but unfortunately Asus doesn't want you lowering your fan speed more than 60% which is a joke for high speed fans.

Is there a BIOS issue with this board or did I somehow purchase 3 defective fans?

It's a problem with the BIOS. A very old version controls the fans but the latest does not. Unfortunately I cannot use the old version due to other issues with it so I'm stuck using the latest with AI Suite which I dislike installing. Is there going to be a BIOS update to fix this?
