stop BIOS trying to boot from ext HD during POST

so, really annoying, can't stop my samsung M3 from over-riding settings

bootmnger not found error
CTRL-ALT-DELETE required

Have tried all the obvious,
don't detect USB devices during post
make my M.2 first boot device
nothing works

anyone know the trick with external USB drives?

interferring with boot-up?
