Are you talking about the Xonar Phoebus?
    What drivers did you install?
What is your setup, what speakers and/or what headphones(set)?
How did you connect those speakers/headphones(set)?
What are your settings in the Xonar and Windows control panel?
What did you try already to solve this issue?
Describe your problem as detailed as possible

You have to put a bit more effort into your post and give us more information to work with if you expect any real help.

Usually this happens if the TRS phone cables are not plugged in all the way breaking the ground connection in some cases (depends on jack). It can also be caused by a broken ground connection on a 3.5 mm TRS connector jack (faulty or completely broken). Faulty or broken cables where there is no ground connection.

    3.5 mm TRS connector
    Code:
    GROUND|R|L

    ======|=|=>

It can be depending on your setup be caused by speakers being connected in a way at the terminals that causes only the differences between left and right channels to be heard.

Miswiring of 1 or more speakers causing the vocal or anything panned in the center to cancel out.
    Code:
    L
    +_______________________+ SAME SPEAKER(S)
    - (no connection)
    R
    +_______________________- SAME SPEAKER(S)
    - (no connection)
Correct Wiring (always connect both speakers correctly on any stereo system):
    Code:
    L
    +_______________________+ Left Speaker
    -_______________________- Left Speaker
    R
    +_______________________+ Right Speaker
    -_______________________- Right Speaker

Also there is DSP effect that causes this included with the card. Turn off any no vocal effects for any endpoint you're using.
