I see this too on my G74 w/i7 2630QM. Thats normal downclocking/undervolting done by the 2670QM itself, part of the EIST (Enhanced Intel Speedstep Technology) built onto the processor. See http://www.intel.com/support/process.../cs-028855.htm
Start up prime95 or another load, and restart cpu-z. You will see what frequency your chip is ultimately capable of.

That TB program is just a visual monitor so it would make no sense to run it but hide it.. TB is built in to the CPU.

There may be other ways to increase performance such as (In NVIDIA Control Panel) switching from "Adaptive" power management to "High performance only", disabling Vertical Sync, Antialiasing, or Ambient Occlusion, or using ThrottleStop. If you are playing a 3D game, you can set image preference to emphasize "Performance".

The Intel Turboboost Monitor is only a monitoring tool. You don't need to run it to get turboboost.

Not with the bland BIOS on these notebooks. On desktops you can go into the BIOS and turn off EIST and set all the C states to make the chip run at 100% clock all the time. No go with the G74...
