disable fast boot in control panel / power options / advanced power options in the left pane
what is probably happening is, when you are shutting down, Windows is trying to save some of the files running for a faster startup next time, but it failing to do so causing it to not fully turn off.
also, you can run this command in an elevated command prompt to free up the space of the hiberfile.sys since we won't be using this feature
powercfg -h off then hit ENTER
