VRM's can take a good bit of heat and I probably wouldn't start worrying until they're over 80c.

What are your VRM temps? If temps are getting up around 80c you might want to add a couple more fans in your case.

This isn't question of fan quantity, but rather how fast they need to spin. I want to have silent PC, but I don't want to cook it either.

This will all depend on your VRM temps which you haven't provided for us, without knowing your VRM temps we can't make any recommendations.

What are your VRM temps?

That's fine for VRM temps although the lower the better.

If you want them lower crank your case fans up a little. 🙂

They were already running at 85%. That's too loud for my taste.
