what are the best MB options for 2 1+ amp draw 120mm 3 or 4 prong deltas (intake to graph card intake-exhaust from graph card exhaust ultra small lan case)

power suppy is no issue

I think that all fans with more than 1A, and some fans are up to 5A are better to connect with molex directly to PSU.
Or you can check specification of some better fan controller.

Most motherboard fan headers are rated for 1 amp, if your fans draw more than 1 amp it would be best to connect them to your psu.

Normally you can connect three 120mm fans to any motherboard fan header as long as the three combined don't exceed 1 amp.

Motherboard fan header is made for normal case fans with lower power draw, you know that some fans example GT 3000RPM arrive with molex connector together with fan header, your Delta probably need and more power.
