My CPU LED is lit and the OC Panel is saying over and over: "CPU Init". Also, my monitor is not turning on. Does this mean my CPU is bad?

My rig specs:

MOBO : Rampage V Extreme
CPU : 5960X
GPU's : 2x Titan X in 2-way SLI
RAM : G.Skill 8 X 8 (64GB) kit
Storage : 2x Samsung 850 EVO 1TB
750 Series 400 GB add-in card

i think he had what i had. trying to flash bios with backflash and it went wrong. and reflashed it and it worked again. just my guess.

CPU LED is Lit
