Do you have gsync enabled for windowed applications too? It might have something to do with gsync. Just a thought.

Just curious why gsync in windowed vs not is even an option. Wouldn't all the end user cares about be on or off regardless of display mode?

I don't know... but I'd rather have the option than not, maybe it'll come in handy with some special scenario or a technical issue or for troubleshooting purposes. There's also the option for Nvidia to make it the default option that when gsync gets enabled it gets enabled for windowed mode too, that could be a good compromise between offering users a choice and ease of use for the majority of users.

Yes it is actually an option in nvidia control panel.

Oh the things I have to ponder until my replacement (and hopefully new and not defective like the last one) PG279q arrives. Should arrive 4/15/16.

    We shall see!

I got my replacement today. it is working prefectly! I have absolutely no back light bleed or ips glow and this issue with the display is fixed. I'm glad I replaced it as it cost me £650.

Asus Rog PG279Q IPS white pixel lines

Yes I had the same issue. It only happens in certain games and on your desktop. Some programs or games can't handle the high refresh rate. You can go into your Nvidia control panel, adjust desktop size and position settings and set it to Overscan. This will usually solves the problem with programs that don't like the 165 Hz refresh rate.

I received my (first and hopefully last) replacement on Friday. So far so good!

None of the issues I was experiencing with the first PG279q are present now:
IPS bleed on the top left third
glowing in the corners in a darkened room with a black screen, mostly in the bottom right
no periodic broken vertical line appearing in the margin between the left bezel and the normal screen area
no periodic screen tearing/very slight vertical line down the middle of the screen
monitor now stays on OC 165hz and doesn't constantly turn itself off
rebooting windows 10 doesn't cause issues when in 165hz mode
GTX 970 in SLI mode no longer appears to cause problems

So far, I'm pretty happy I waited out the issues and the exchange. I'll certainly report back again if anything changes. BTW, this is a January 2016 produced model; my first was Dec 2015.
