Maximus V Formula: RAM not working properly

Hi everyone,

I'm running into an issue, the pc in my signature is exactly the same pc (because we ordered 2) as my pc at home.
32GB G-Skill ram is installed and worked before in Windows 7/8, but I can't remember when it showed only 16GB working.

I tried re-seating the CPU, checking for bent pins and none were bent, replaced cooling paste.
I took out the ram sticks and cleaned them with 97% alcohol, reseated them in different slots (4x 8GB)

HWiNFO64 Shows 4 sticks installed as well.
I attached the screenshots, windows shows 16GB, BIOS shows 16GB, even with XMP profile enabled OR disabled.
Any ideas if the 32GB is really working and Windows not showing it correctly?

Also another side note: another pc here at work has 6x 2GB ram sticks and System Properties says 12GB (8GB usable), is this issue often common in Windows 10? and I'd like to know how to fix that as well.
The computer with the 16GB (out of 32GB) problem is running Windows 10 Pro
The computer with 6x 2GB (12GB) is running Windows 10 Enterprise

I'd love to hear solutions, thank you. (someone said that reinstalling windows fixed it, I'll try that on another day)

Reinstalled windows, didn't fix it. Running memtests for the night. Any other possible reasons?

What does your task manager indicate?
Usually if your bios detect 16GB instead of 32GB no need to boot to OS.
First try to get 32GB in bios then go and check in OS.
Maybe check your cpu cooler if it is overtight. Loose a bit screws on the memory side.

Did U upgrade BIOS recently? Try to reflash!
Seems like IME broken...

If you have windows 10 Home it only supports up to 16GB of ram.

I upgraded my IME to the newest version: Intel ME 8 Consumer 1.5MB Firmware v8.1.65.1586
Also installed everything and flashed everything to the newest version. Bios too.

Took out the sticks, it said 16 gb. I tried the other 2 as well, also 16gb. I think the memory controller is broken. But there's no warranty anymore, any ideas?
