Hi pegadroid 😄 This is not really advisable.

You can is the short answer. Is your intention to use a monitor from 1 card and another monitor from the other card?
In which case either card would support multiple monitors.
Also Note: Nvidia have a setting that disables PhysX anytime a Non-Nvidia GPU is even present in the same PC.

You can install another card to be dedicated to Physx.
For Nvidia or AMD to link via Crossfire or SLI they must be the same cards. You have an AMD R9 290 and an Nvidia GTX 980.

IMO, this is a waste of money for no gain in performance graphically and will probably give you issues.

My purpose is not like it. I only use one monitor (asus VG248QE)

I used the GTX 980 strix only for 3d Vision games. r9 290 for the regular games.
and why ? because I felt very uncomfortable with Vsync nvidia. like in fifa 12 - fifa 16.I do not understand, if this problems on the nvidia drivers or intentional by nvidia to force users to buy gsync. but I've tried on since the GTX 760, 770, 780 ti, 960, 970, and now the GTX 980.
so the question, if I could use two graphics cards GTX 980 and R9 290 without having to open from pcie slot?
like I disable of one vga bios.

Reviewing your MB manual, I can see you have the ability to force Primary Display in Bios>Advanced section>System Agent Configuration>Graphics Configuration>Primary Display.

I don't know if this will help your situation but it would not hurt to try different options.

You have options also within Windows Nvidia control panel and Device manager.

Interested to see how you go as I have not come across this exact issue before.
