Blinking Cursor before computer boot with Maximus VI Extreme

Installed a Webcam Driver, PC froze, manually closed the PC, went to bed.
Woke up to PC displaying a Blinking cursor before normally booting on Windows. (Q-Code AE)

What i have tried so far to trouble shoot my problem.

- Unplug all my devices (Usb)
- Reset BIOS with F5
- Format my SSD and reinstall fresh windows 10 copies.
- Unplug all my Hardware (Psu,GPU,Memory etc etc)
- Disable Bluetooth in Bios
- Bios CMOS
- Of course my boot order is all fine and such

Yet nothing have worked so far to remove tha Blinking cursor screen, i'm getting Q-code AE when the Blinking cursor screen show on my monitor.

I've also found out that my Device manager show an error
USB Device Not Recognised (Port_#0006.Hub_#0003)

I've tried every single USB slot on my case and i can't find Port 06 Hub 03 so i'm guessing it's a decidated thing for the Bluetooth.
I was able to deactivate the USB port on my BIOS and the error wouldn't show anymore on my PC but i still see the Blinking cursor.

P.S The blinking cursor screen show for about 3 seconds than Windows start. (Tried several SSD / HDD)

Any tips on how to resolve this issue?

Why would it conflict if it's set to Windows Boot Manager?
