R5e qcode 95?

hey guys im trying to re overclock my cpu since i had to send it back to intel and i received my new cpu today and everytime i try to clock it i keep getting error 95 pcI Bus Request Resources and im stuck on what to do to fix it i never had this problem with my first cpu and im finding it rather strange

Have you started Ocing from scratch? New CPU even if same make/model is completely different. You wouldn't be able to apply same settings worked out for previous chip for example.

Clear CMOS and start again.

Really you want to test it at stock first.

Yes I started the of from scratch and everything is at stock I'm thinking on rma'ing board and PSU as now I seem to get a kernel-power 41 event 63 while trying to game I've ran memtest with zero errors my HDD works as does my GPU only things I can think of now is PSU and/or board
